What customs formalities must a tourist complete when travelling to Morocco with a motor vehicle registered abroad?
Persons who have their habitual residence abroad and are visiting Morocco may temporarily bring their personal vehicle there with suspension of duties and taxes under the temporary admission (TA) regime.

For the temporary admission of motor vehicles, no prior formalities are necessary.
Temporary admission (TA) of motor vehicles imported by persons having their habitual residence abroad for personal use is granted upon presentation of the residence permit (or any other document justifying habitual residence abroad) and the original documents relating to said vehicles (registration document).
The handling of temporary admissions of vehicles is carried out on the Administration's computer system by customs officers present on board the boats ensuring the crossing to Morocco or located at the border entry office.

If eligible for the AT regime, customs services issue travelers with a document printed directly from the administration's computer system to present during any checks on national territory.
What documents are required for temporary admission of vehicles registered abroad?
To benefit from temporary admission for your vehicle registered abroad, you must present yourself to the customs officer on board the boat or at the customs office of entry (on land), with the following documents:
  • Residence permit (or any other document proving habitual residence abroad)
  • original of the vehicle registration document
  • valid passport
  • insurance covering Moroccan territory
  • power of attorney of the vehicle owner (case of importation of a vehicle belonging to a third party). The power of attorney is either duly legalized by the local authorities of the place of residence abroad of the owner of the car, or endorsed by the Moroccan consulate of the country of residence
  • rental contract specifying the approval of the rental company for the vehicle in question to be brought into Morocco (in the event of importing a rental vehicle).
The customs service will take charge of your motor vehicle on the computer system of this administration and will issue you with a document entitled “temporary admission”.
Good to know
If your insurance (green card) does not cover Moroccan territory, you can take out border insurance at the counters open for this purpose at border posts and offices.
What is the maximum length of stay that must not be exceeded by the beneficiary of the temporary admission regime for a vehicle?
As a foreigner visiting Morocco, the temporary admission (TA) regime, applicable to your personal vehicle registered abroad, will be granted to you for a maximum period of:
  • six (06) months , continuous or split per calendar year, if it is a passenger vehicle (including camper vans ) or a motorcycle
  • three (03) months , split or continuous during the same calendar year, for light commercial vehicles (such as vans or pickup trucks with full bodywork but without side windows and not equipped with rear seats) used for purely tourist purposes (commercial use excluded)
Good to know
- The above-mentioned periods of stay cannot be extended.

- A vehicle having stayed six (06) months in Morocco cannot be reintroduced under the temporary admission regime during the same calendar year even in the case where the vehicle in question is imported by a third party under cover of a power of attorney.

What commitments must the beneficiary of the temporary admission regime for a vehicle comply with?
As a foreigner visiting Morocco, authorized to benefit from the temporary admission regime for a vehicle, you are required to respect the following commitments:
  • regularize the situation of your vehicle before the expiry of the regulatory period granted to you, by re-exporting said means of transport
  • use your vehicle for your personal needs: the vehicle temporarily admitted to Morocco cannot be made available to third parties, nor loaned, nor transferred or used for profit, under penalty of legal proceedings.
Good to know
- When you import your vehicle under the temporary admission regime, you undertake to re-export it before the expiry of the period of stay set for you.

- Any person responsible for a vehicle whose situation has not been regularized may not temporarily import a second one.

What do customs regulations provide for in the event of exceeding the deadline granted for the temporary admission of a motor vehicle?
If you exceed the validity period of the temporary admission regime granted to you for your vehicle registered abroad, you will be required to pay a penalty (fine) the amount of which depends on the duration of this overstay.

For persons presenting themselves spontaneously
The fine to be paid is:
  • 1,000 dirhams (dh) for a delay of less than or equal to 30 days
  • 2,500 dh for an overrun of more than 30 days and less than or equal to 60 days
  • 5,000 dh for an overrun of more than 60 days and less than or equal to 6 months
  • 10,000 dh for an overrun of more than 6 months

For persons presenting themselves following the seizure of the vehicle

The fine to be paid is:
  • 2,000 dh for a delay of less than or equal to 30 days
  • 5,000 dh for an overrun of more than 30 days and less than or equal to 60 days
  • 10,000 dh for an overrun of more than 60 days and less than or equal to 6 months
  • 20,000 dh for an overrun of more than 6 months
Good to know
If you miss the deadline, you will only be allowed to take your vehicle out of Morocco after paying the penalty due.
What is the procedure for importing spare parts for repairing a damaged or broken down personal vehicle?
If your vehicle temporarily admitted to Morocco breaks down or suffers damage following an accident, you have the possibility of importing, with suspension of duties and taxes under the temporary admission regime , parts and spare parts intended for its repair.

Conditions to be met to benefit from this facility:
  • Submit an import application through one of the assistance companies approved by the Customs Administration.
  • Re-export (return abroad) the defective parts and spare parts or clear them through customs by paying the corresponding duties and taxes. This regularization (re-export or customs clearance) must take place before the expiry of the period of stay granted to you for your temporarily admitted vehicle.

How to regularize the customs situation of a personal vehicle, temporarily admitted, seriously damaged following an accident?
Any vehicle, introduced into Morocco under the temporary admission regime, which has suffered serious damage (accident, fire, etc.) may either be re-exported abroad or cleared for scrap metal under the regulatory conditions.
The application for customs clearance of a motor vehicle for scrap metal must be supported by the following documents:
  • copy of the temporary admission document
  • the original of the “registration document” of the vehicle in question or its duplicate
  • four photographs of the vehicle taken from different angles
  • the report issued by the competent authorities, if applicable, or amicable report for damaged vehicles
  • an expert report drawn up by an approved expert
The application for customs clearance for scrap metal must be filed with the customs office closest to where the vehicle in question is located.

For the taxation of vehicles intended for scrap metal, the Administration applies, depending on the damage noted, additional reductions on the taxable value of the same vehicle in normal condition.
In all cases and regardless of the regularization method chosen (re-export or customs clearance of the vehicle), the temporary admission document must be presented to the customs service for the discharge of the operation in the computer system.
Good to know
The customs clearance of your vehicle for scrap metal can be carried out on your behalf either by one of the approved local insurance and assistance organisations or by an assistance company authorised to act as your insurer's correspondent abroad.

In the event of an emergency return abroad, can I leave my vehicle temporarily brought into Morocco on Moroccan territory during my absence?
If for professional, health or family reasons, you are forced to return abroad urgently without your vehicle temporarily brought into Morocco, Customs gives you the possibility of putting said means of transport:
  • either at the customs office of exit
  • either in a private or public garage of your choice
To benefit from this facility, you are required to submit a written undertaking to the customs office of exit , served and signed by you.
Good to know
- The re-exportation of the vehicle must take place before the expiry date of the period granted for temporary admission. After this period, you will be liable to a fine, the amount of which varies depending on the length of the overrun .

- Any new importation of a vehicle, under the temporary admission regime, is subject either to the re-exportation of the first vehicle or, where applicable, to its customs clearance under the regulatory conditions.
